The Insan Organization for Rights and Freedoms condemns the announcement issued by the U.S. Department of State classifying Ansar Allah as a Foreign Terrorist Organization. This decision constitutes a clear violation of the principles of international humanitarian law and international human rights law, as well as an obstruction of international efforts aimed at achieving peace in Yemen.
The designation of Ansar Allah as a Foreign Terrorist Organization violates Common Article 3 of the 1949 Geneva Conventions, which prohibits collective punishment against civilians in armed conflicts. Yemen is already experiencing the world’s largest humanitarian crisis, according to the United Nations, with more than 80% of the population relying on humanitarian aid.
Moreover, the imposition of economic or political sanctions without guarantees to protect civilians violates the principle of distinction between military targets and civilians, as stipulated in Article 48 of Additional Protocol I (1977). This decision will only exacerbate human suffering and further complicate the situation in Yemen.
The Insan Organization asserts that the U.S. decision violates the right to life, as enshrined in Article 6 of the International Covenant on Civil and Political Rights (ICCPR), and contradicts UN efforts to achieve peace in Yemen and reach a comprehensive political solution through negotiations among all parties.
The Insan Organization warns that this U.S. decision may be used to justify military escalation in the region, in contradiction to Article 2(4) of the UN Charter, which prohibits the threat or use of force against the territorial integrity or political independence of any state.
In light of the above, the Insan Organization calls for the immediate revocation of the terrorist designation of Ansar Allah due to its severe humanitarian implications for Yemen. It also demands unhindered humanitarian aid access to all areas, in accordance with international humanitarian law. Furthermore, the organization urges the international community to support political solutions through inclusive negotiations under UN auspices, ensuring the participation of all Yemeni parties to achieve a just and sustainable peace.
The Insan Organization stresses the necessity for all states to adhere to the principles of the UN Charter and refrain from using sanctions as a tool for political pressure. Achieving peace in Yemen requires justice and fairness, not designations that fuel violence and undermine political resolution efforts.
